However, the CA Supreme Court did not rule on the substantive merits of whether same-sex couples should be allowed to marry in the state. Today's ruling is not a complete setback, because it was focused only on Mayor Newsom's actions as an executive officer. But it's hard to see whether the Court gave any indication of how it might rule on the substance, which will come before it sometime in the next year.
